Mr Chua Kok Sian

Senior Vice Precident, Corporate Development

Chua Kok Sian is the Senior Vice President of Corporate Development at TOPPAN Ecquaria. A 30-year
veteran of the Information Technology industry, Kok Sian is a specialist in organisational scaling,
driving the company’s growth strategy while simultaneously optimising cost efficiency to ensure long-
term business viability.

Kok Sian’s career is rooted in the high-growth era of Singapore’s digital infrastructure. Before joining
TOPPAN Ecquaria in 2000, he was a key figure in the Research & Development arm of the National
Computer Board (NCB). During this foundational period, he played an integral role in developing and
implementing pioneering projects for national institutions, including Singapore Press Holdings (SPH)
where he advanced digital media frameworks. And the National Library Board (NLB), where he
modernised public information access systems.

His expertise in the commercial sector was further honed at Abacus International, where, as Senior
Manager of the e-Commerce Division, he conceptualised and implemented the firm’s global Internet
Private Label strategy.

Over his two-decade tenure at TOPPAN Ecquaria, Kok Sian has occupied a unique vantage point
across consulting, project management, and strategic planning. Today, he sits on the Management
Committee, where he shapes the company’s competitive positioning and strategic direction.
As a vital member of the Project Steering Committee, he defines the governance, procedures, and
quality standards for project management and development, ensuring that the organisation’s execution
remains as disciplined as its vision.

Kok Sian holds a Bachelor of Science (Honours) in Computer Science and Information Systems from
the National University of Singapore (NUS). He is also recognised as a Certified Project Manager
(Senior) by the Singapore Computer Society (SCS), reflecting a career-long commitment to
professional excellence and rigorous standards.

Beyond his corporate portfolio, Kok Sian is a passionate horology enthusiast, possessing a deep
appreciation for the precision and craftsmanship of timepieces, a hobby he admits to indulging in with
great fervour. He is a dedicated family man, happily married with three children.
