Mr Ernie Quah Cheng Hai

Senior Vice President, Artificial Intelligence (AI) and Consulting

Ernie Quah is a veteran technology leader with over 25 years of experience overseeing the implementation of more than 20 large-scale enterprise applications for government and commercial sectors. 

A foundational figure in Singapore’s digital transformation, Ernie spearheaded several of the nation’s “firsts” during his tenure as Head of the National Computer Board’s Internet Competency Centre. His landmark achievements include Singapore’s first Digital Payment system, launched by President Ong Teng Cheong; the inaugural National Broadband Network pilot, demonstrated to Prime Minister Goh Chok Tong; and the first Singapore Government website, alongside the initial rollout of the Government Homepage and Directory launched by Minister George Yeo. 

As the current Director of TOPPAN Ecquaria’s AI Office, Ernie leads the delivery of sophisticated AI ecosystems. His portfolio spans Advanced RAG (Retrieval-Augmented Generation) applications, Generative Business Intelligence (BI), and Agentic AI systems capable of automating complex, human-centric documentation. 

Under his leadership, the AI Office has deployed specialised enterprise agents for real-world implementation across business processes and departments, such as Legal & Finance, especially for Contract Review and IPO Document Advisory. For operations, especially in the generation of Purchase Orders, Invoice Processing and Supply Chain Management, and finally, for Business Growth and Expansion, where he has helped design and implement an AI-powered Automated Marketing Proposal Generation App. 

Ernie’s expertise encompasses global AI deployment on AWS and Azure, as well as localised private AI infrastructure. He oversees deep-tier technical initiatives, including fine-tuning open-source models and developing neural networks using Machine Learning, Deep Learning, and Reinforcement Learning. 

Currently, he has been directing AI R&D projects, including Sendo, an AI application that generates complete enterprise software from natural language specifications, and Hito, an Enterprise Persona AI Agent builder designed to learn from organisational experience to augment workforce productivity. 

Ernie holds a Master of Technology in Software Engineering and a Bachelor of Science in Information Systems and Computer Science from the National University of Singapore. He maintains an elite suite of professional certifications, including PMP & PMI-ACP (Project Management & Agile), CISSP (Cybersecurity) and TOGAF (Enterprise Architecture). 

Beyond the office, Ernie is a dedicated multi-sport athlete and musician. He enjoys running, swimming, hiking, practising Karate, and playing the piano and the electric organ. Above all, he is an avid traveller who enjoys exploring the world with his wife.
