The entire lifecycle of a case is handled electronically via the system. Breaking through the silos of internal and external systems of the stakeholders, end-to-end technology facilitates accurate and instantaneous exchange of information. With that, Toppan Ecquaria Digital Judiciary goes beyond case management and enables boundaryless access to case information and transmission of orders.
Digital Case File
All case information is indexed and stored in the digital case file repository for various parties to access. The digital case file grants parties timely access to case information during the lifecycle of a case. This includes every application made by each party, hearing outcomes, documents submitted, court orders given and follow-up actions. With the digital case file, information is accessible anytime and anywhere.
The parties are able to submit their positions or applications via the digital case file before the hearings. The information will be pre-loaded into a court order with default values tailored to the respective parties’ position. This facilitates the making of orders by the judge and eliminates the need for unnecessary data entry.
E-Minute sheet is equipped with a selector that allows judges to select a court order whenever required. Instead of looking through the entire form or files, judges can easily call out the orders and laws with a click. It also enables the effective recording of proceedings as they unfold. This results in accurate recording of hearing proceedings and real-time generation of court orders.
Real-Time synchronisation of documents during court hearings reduces time spent on document searching by parties. It ensures that the judge, court staff and all parties are referencing the same case materials without any manual intervention of the system. New materials can be uploaded by the parties and made available immediately.
Use of Mobile Devices
The use of iPads in courtrooms provides mobility and convenience for court staffs, especially court interpreters. It also provides flexibility to users like the State Coroner who will no longer be desk-bound to access the system. The State Coroner can issue instructions directly from the Mortuary. The use of mobile devices paves the way for future courts to leverage on modern technologies to conduct hearings and improve court processes.
Application and Case E-Management System (ACES)
ACES facilitates seamless routing and processing of cases received from the front-end system to the back-end orchestration and execution of the case lifecycle. It replaces the manual case tracking and report generation process, improving the transparency and efficiency of The Supreme Court of Singapore.
Budgetary Amendments Compilation System (BACS)
The new online BACS is a one-stop user-friendly portal that allows Ministers and Members of Parliament to submit their amendments. It improves and streamlines the process flows for routing of amendments, scheduling of Budget debates, as well as report generation. After the implementation of BACS, the number of last-minute submissions is reportedly lower.
Regulatory Offences Management System (ROMS)
ROMS is a one-stop integrated case management system that combines the innovative use of mobile and touch-based computing to manage E-Tickets, E-Summons, E-Complaints and Warrants of Arrests. It transforms the judiciary process of regulatory offences in the State Courts of Singapore.
Integrated Criminal Case Filing and Management System (ICMS)
ICMS revolutionises the Singapore criminal justice system with a 100% browser-based system. The convenient yet secure case-management approach extends beyond the State Courts to more than 30 agencies and 400 law firms. With the simultaneous access to case documents in a centralised platform, ICMS eradicates duplications in court files and IT systems.
