Our Beginnings

Toppan Ecquaria was started by our four founders Wai Keong, Kwang Han, Ser Wah and Meng Hee. Four forward-thinking innovators and entrepreneurs. They came together with a desire to leverage technology and create a link between the Singapore government and its citizens – to make Singapore a better place for everyone.More >>

Starting from humble beginnings, they embraced the innovative spirit and constantly push the boundaries of technology; a true startup back in their days. Currently, all digital government solutions delivered by us are built on our in-house developed Ecquaria Government Platform (EGP).

Focusing on delivering citizen-centric digital solutions specially for the public sector, we have since grown from strength to strength and have established a strong foundation in digital government solutions.

 

Our Journey

Over the years, they gathered a loyal tight-knit group of technology enthusiasts to join them in their journey. Our top management has been with the company (an average of 18 years of working together and counting) through its struggles to where we are today.More >>

In 2004, leveraging our expertise in the digital government domain, the team decided to venture offshores and share their experiences with overseas governments; connecting them with their citizens.

Specialising in delivering mission-critical turnkey projects built on our in-house product (EGP), we have since established ourselves in various domains, connected numerous governments with their citizens and we have achieved the highest certification by the Singapore Government to handle IT projects worth S$30 million and above. Not bad for four-men team and a dream.

Today, we are an full-fledged digital government solutions provider with an agile startup mentality. Beginning since 1998, it has been a not-so-short journey. Focusing on the vision and direction our founders have laid down for us, Toppan Ecquaria strives to continuously innovate and create citizen-centric digital solutions to connect governments and their citizens.

Headquartered in Singapore, we currently have offices in Bandung (Indonesia), Brunei and Suzhou (China), with more than 250 employees.

Foong Wai Keong

Foong Wai Keong

Managing Director

Wai Keong is Managing Director of Toppan Ecquaria. In this role, he sets the vision and the strategic plans for Toppan Ecquaria. He is also responsible for overseeing the business operations to drive growth and profitability. More >>

Prior to establishing the company, Wai Keong was responsible for the entire management and operations of the Java Competency Centre of Kent Ridge Digital Labs (KRDL), as well as evangelising the use of Java in Singapore and around the region.

In the course of his career, he was instrumental in a number of award-winning key government consultancy initiatives and project implementations in Singapore and around the region.

As an experienced veteran in the industry, Wai Keong brings with him more than 40 years of knowledge and expertise. He is highly sought after in the area of thought leadership for digital government solutions.

Wai Keong holds a Bachelor of Science (Honours) from the University of Western Australia and a Ph.D. from the University of Melbourne, both majoring in Computer Science.

Wai Keong is married with two children. Outside of work, he enjoys spending time with his family and at church.

Chong Ser Wah

Deputy Managing Director

As Deputy Managing Director, Ser Wah assists the Managing Director in overseeing the business operations to drive growth and profitability. More >>

Over the course of his career, Ser Wah has accumulated over 20 years of experience in project management, implementation and Information Technology (IT) consultancy across numerous government agencies. He has served as Principal Consultant to the Prime Minister’s Office (PMO) IT department, Chief Architect for the Public Service Infrastructure (PSi) and Project Director for several key IT systems for the Singapore judiciary such as the award winning Integrated Criminal Case Management System (ICMS) and the Family Justice Courts Integrated Family Application Management System (iFAMS).

Starting out as a Senior Engineer at the Competency Centre for Java (JCC), Ser Wah was involved in the development of many strategic national IT projects;  he was the Chief Architect, Designer for the Election 21 project and also co-ported CET Technologies’s SmartMove Plus to Java called SmartMoveJ. The Java-based application was showcased in JavaOne 98, USA.

Ser Wah holds a Bachelor of Science (Honours) in Computer Engineering from the Nanyang Technological University of Singapore (NTU). He is also the co-inventor of several patents for the company (pending approval).

Married with 2 children, running is one of life’s pleasures for Ser Wah. Having lost 10kg within a year, he champions a healthy lifestyle for one and all in Toppan Ecquaria.

Tan Kwang Han

Chief Innovation Officer

As Co-Founder and Chief Innovation Officer for Toppan Ecquaria, Kwang Han drives Toppan Ecquaria’s current and future product and technology innovations; overseeing Information Technology (IT) innovations to enable governments in their digital transformation.More >>

Starting off as an Associate Research Staff with Kent Ridge Digital Labs (KRDL), Kwang Han successfully conceptualised and built a virtual community to connect all financial investors in Singapore. He was also the Chief Architect for a vital joint e-commerce project for GES International and was involved in developing a mobile computing system for the Ministry of Health (MOH) for Mass Disaster Management System.

Having spent more than 30 years researching and developing the latest in Internet and e-commerce technologies, Kwang Han has developed a keen eye in spotting key technology trends. Harnessing his wealth of experience, he is set to lead the innovative spirit of Toppan Ecquaria to greater heights.

Kwang Han holds a Bachelor of Science (Honours) in Computer Science and Information Systems from the National University of Singapore (NUS).

When he’s not at work, Kwang Han enjoys reading and spending time with his family and friends.

Tan Meng Khiang

Chief Technology Officer / Chief Operation Officer

As the Chief Technology Officer / Chief Operating Officer, Meng Khiang is responsible for overseeing the company’s technology strategy and the day-to-day operations of the company and ensuring that all operational processes are efficient and effective.More >>

He joined Toppan Ecquaria in April 2020 and was appointed as Vice President, Technology.

Meng Khiang is an IT professional with over 30 years of industry experience. He has a good track record of leading and managing the technical architecture design and implementation of a range of medium and large-scale Government projects.

Before joining Toppan Ecquaria, he was the Chief Technology Officer under novaCITYNETS Pte Ltd. He managed multiple large-scale IT projects for clients such as the Building and Construction Authority (BCA) and Urban Redevelopment Authority (URA) of Singapore.

Meng Khiang holds a Bachelor of Science (First Class Honours) in Computer Science and Information Systems from the National University of Singapore (NUS).

During his free time, besides running, he enjoys reading technology and science-related books, as well as Chinese Fantasy Novels. He is happily married with 2 daughters.

Chua Kok Sian

Senior Vice President, Corporate Development

As the Senior Vice President for Corporate Development, Kok Sian is responsible for driving the company’s growth strategy and optimising cost efficiency. With a sharp focus on aligning with the company’s long-term business objectives, Kok Sian spearheads initiatives that elevate the organisation’s competitive position in the market. More >>

Kok Sian has over 30 years of experience in the Information Technology (IT) industry. He joined Toppan Ecquaria in 2000 and has worn numerous hats during his tenure, including consulting, project management and strategic planning.

Having accumulated a wealth of experience in the IT industry, he is currently part of the Management Committee that strategises the company’s growth and business viability. He is also part of the Project Steering Committee that sets the governance and procedures for project management and development.

Kok Sian served as Senior Manager in the e-commerce Division of Abacus International Pte Ltd before joining Toppan Ecquaria. He was responsible for conceptualizing and implementing Abacus’ Internet Private Label strategy. Before that, he was from the R&D arm of the National Computer Board (NCB). Kok Sian played an integral part in the development and implementation of various projects involving agencies such as Singapore Press Holdings (SPH) and National Library Board (NLB).

Kok Sian holds a Bachelor of Science (Honours) in Computer Science and Information Systems from the National University of Singapore (NUS). He is also a certified Project Manager (Senior) by the Singapore Computer Society (SCS).

Outside of work, Kok Sian is an horology enthusiast and indulges more than he ought to in said hobby. He is happily married with 3 children.

Quah Cheng Hai

Vice President, Governance & Programme Management Office

Cheng Hai serves as the Vice President for Governance & Programme Management Office. He is responsible for designing, implementing, and maintaining standardised processes and workflows to achieve operational efficiency and consistency within the organisation. Cheng Hai oversees the adherence to these procedures, monitors their effectiveness, and makes necessary adjustments to improve overall productivity and quality.More >>

Joining Toppan Ecquaria since 2001, Cheng Hai brings with him more than 30 years of experience in delivering Information Technology (IT) solutions. Throughout his career, he has built a track record of successfully implementing numerous citizen-centric solutions including Health Promotion Board’s Student Health Assessment Programme (SHAPE) & Integrated Dental Electronic Assessment for Students (IDEAS) system, Singapore Customs Trade Statistics System (TSS) and Prime Minister’s Office (PMO) eCitizens Ideas!.

Before Toppan Ecquaria, Cheng Hai was involved in many large scale projects under Rational Software Pte Ltd. He was responsible for managing key projects for  Singapore Airlines (SIA), Development Bank of Singapore (DBS) as well as MINDEF Singapore.

He has also consulted for various government agencies and is a sought after speaker on the latest in Information Technology (IT), having presented in the occasional overseas seminars.

Cheng Hai holds a Master of Technology (Software Engineering) and Bachelor of Science in Computer Science and Information Systems from the National University of Singapore (NUS).

Lee Sea Lin

Vice President, Business Development

As Vice President for Business Development, Sea Lin leads a team responsible for  the organisation’s sales and marketing operations. Additionally, he spearheads the expansion of Toppan Ecquaria’s digital government markets internationally.More >>

Sea Lin first joined Toppan Ecquaria in 2001 and has held several positions including Technical Consultant, Project Manager, Pre-Sales Consultant and Sales Director. He served as the Principal Consultant of Professional Services before heading the pre-sales team and finally being appointed as Director Business Development in 2007. During his tenure, Sea Lin led in the successful clinching of the SkillsFuture Singapore (SSG) SkillsConnect Portal, Brunei Business Licensing System and the JTC Corportation (JTC) Statistical Portal.

Prior to joining Toppan Ecquaria, he held several positions at Brokat Technologies Singapore. As a Managing Consultant, he was responsible for the successful implementation of various e-business projects such as Citibank iCard and UOB e-treasury.

Sea Lin holds a Bachelor of Engineering (Honors) from McMaster University in Hamilton and was on the Dean’s list throughout.

Married with two boys and two dogs, Sea Lin enjoys working with passionate people who want to change the world for the better. He enjoys a nice cuppa, Nespresso especially, and has a love affair with aged sake.
